Foreign aid includes assistance to developing nations and international emergencies.

This target was fulfilled in the latest publically available figures (from 2015). There is no evidence to suggest that this is no longer the case and foreign aid is still being debated under the assumption that 0.7% of GNI is spent on it. Moreover, Theresa May committed to this figure in her 2017 Conference Speech
